Business in UAE
To guide our clients in overall strategy, below we offer general information about the UAE and the Gulf countries. For acquaintance with current economic events, you may refer to the news section on this page, as well as to the feature articles published here.
First of all, one must understand that to date the jurisdiction of the UAE, as well as its free zones, is a territory free of income tax and VAT (or any sales taxes). Employers here also do not pay social contributions for their employees. It gives huge advantages, allowing to save working capital, and opens opportunities for business development, both from scratch, and for the purpose of creating complex international corporations with the participation of UAE entities. Such schemes may include holding structures, consortia and other business combinations with functional division. In all cases, the UAE zones will prove useful, primarily to minimize taxation.
In addition, as is known, the Gulf region continues to develop rapidly despite the global economic crisis, which is most clearly demonstrated by the stability of exchange rates, as well as the steady growth of GDP per capita in all countries without exception in the Gulf Cooperation Council (GCC), which includes today Saudi Arabia, United Arab Emirates, Bahrain, Oman, Kuwait and Qatar.
Among the factors determining the attractiveness of the region for business (first of all, the UAE) is the stable international political course of GCC countries, loyal legislation for foreigners, as well as an advantageous geographical location that allows creating logistic bases for transshipping goods to Africa, Middle East and South- East Asia, locating here full or partial production cycle. In addition, there is a demand for professional services of various specialties in the UAE.
Reuter & Partners will be able to consult you in accordance with your request and offer you a package of services for the best implementation of your plans.

Foreign companies may open branches and representative offices on the UAE territory. This organizational and legal form presupposes a 100% foreign ownership with the obligatory participation of a local agent, who represents the interests of the firm in government authorities but does not interfere in its activities.
Unlike a branch, the representative office performs only representative functions in the interests of the parent company and has no right to conduct commercial activities. The branch has the right to provide services, conduct trading operations and be engaged in activities aimed at making profit, and performs the same functions as the parent company.

For non-keeping accounting large fines may be imposed on the company. Every year before the renewal of the license, it is necessary to provide an annual audit of the company’s activities and revenue prepared by the local licensed auditor. It is also mandatory.
Types of companies’ activities
Upon the passage of the first stage of company’s registration (i.e booking trade name) an initial approval is issued which gives the opportunity to obtain other necessary permits from special ministries and departments, if it is required by a particular type of activity. For example, to register a fitness club for women (a special type of activity) you need a permit from the General Directorate of Youth and Sports, to open a polyclinic – a permit of the Ministry of Health, to obtain a license of an official translator – a permit from the Ministry of Justice, etc. Some activities may require permits from several authorities.
Within one license there may be several types of activities. But not all activities are combined in the same license. Details should be specified separately.
